RCG: Towards a Radically Balanced Legislature

The following is an attempt to define what Aristotle might call the "final cause" of representative legislature (and other democratic processes), as a guide to determining their optimal structure. Thanks to my friends on centroids for their input.
The purpose of democratic systems is to
justly optimize liberty across all the people
by establishing incentives to:
i) perceptively prioritize issues of the people
ii) creatively develop ideas by the people
iii) wisely make decisions for the people
